I know I'm new here, but let me help you with a little knowledge I've picked up over the years...
350 is NOT low testosterone. As far as your family doc is concerned with the tests they normally run, 350 is well into the acceptable range of what they consider normal. Now, that number is on the low end, but not in the treatable range (you'd need a number that is 200 or lower usually).
Like Old said, there are different tests you can get to see if something else is going on that the doctor may be able to treat.
You are talking about starting a self treatment plan that you would be on the rest of your life. I don't think you truly understand what that entails. If you are truly concerned, go see a doctor that specializes in it, normally an Urologist or Endocrinologist.
The reason the US doesn't just make every drug legal because then every moron who doesn't want to listen to a doctor's advice would start self medicating, doing permanent and irreversible damage to their own body (sound familiar?).
Educate yourself.
