I don’t know man I sent money to them and they waited for 4 days(it’s usually instant). Something messed up with it so I set up wire transfer instead, and they said it would be instant. They held it for 11 days without any way to accelerate it. Then they sent me a random email to tell me my account would be closed for violations, with no way to answer to them for whatever it is.
I’m done with Coinbase now, personally. That’s not the first issue I’ve had but definitely the worst and hardest to rectify.

He can do whatever he wants. I think I’d probably also announce on here if he suddenly decided to change the minimum order after the invoice had already been sent, coins were being transferred etc.
