I just spent over 2 hours trying to get to the bottom on whether testosterone is made in India or not. As we keep running into that same question and I got frustrated this time lol. I think I figured it out but
@strixsir if you can also confirm if this any makes sense I'd appreciate it because I'm not from India.
I'll share what I found:

I ran into this image of TE powder from India, and scanned the QR code, everything matches and it does say it's a manufacturer. I looked up the license number in some database and that matched too. I believe it was still active.
The problem though is that it may be one of those technicalities where they list it as manufacturer but possibly they imported it and only did some post-processing. So who knows. But here's what it scans as:

BATCH NO: TE-043
MFG DATE : 11/2023
EXPIRY DATE: 10/2027
NET WEIGHT: 1 KG

I looked up this company and it seems like the real deal, you can see they have a dedicated steroid plant on page 3 here:

That said, I still had my doubts and that's when I ran into the most concrete evidence here:

It's an environmental clearance permit from an Indian government for making APIs. It's asking for clearance of a project site to make APIs. When you look at what materials they list under testosterone. It says this:

So basically this is the answer and we won't get better evidence than this. This isn't just them asking for permit to store testosterone but also
all the precursors to synthesize it in the other columns.
So this permit absolutely has to be for making testosterone and other APIs in India. It's from 2020 so I'm guessing it's still active or at least still done in India.
One final thing, I tried to run some checks here, but it's not accessible outside of India I think, maybe someone can take a look:
