Might end up going underground which may even make the raws quality worse.

It says right in the article they do this right before all major sports events primarily for show, everything is business as usual afterwards. They made the same announcement prior to the Beijing Olympics.

But for that time it's probably gonna be pretty scarce.
So yes it is a good time right now to stock up on raws before they get banned for at least the duration of the Olympics.

I would be a bit surprised if this has any significant impact on supply...I think it is likely just a PR stunt given their history dealing with this issue. Guess better safe than sorry so stock up now. Although is supply does take a hit I am sure there is some other country that will gladly fill the void.
