Does all PIP cause systemic elevation and raise CRP?

As far as I can tell there are 3 root causes of pip:
1. solvents
2. carrier oil
3. steroid concentration

It's clear that solvents and carrier oil can cause pip, but what about pip due to steroid concentration alone. Will this increase CRP?

My homebrew in question:
Primo E at 175mg/ml with 15% BB and 1% BA in 25/75% Castor/GSO. Standard non-inflammatory excipients at low levels. Injected subq its causing redness/soreness for a few days.
 
I'm not familiar with solvents and stuff but why u don't inject intramuscular and try to avoid such problems?
You may still get pip but why complicate your life pinning primo subq I do not really know.
