It's schedule 3 in the states so LE isn't going to waste that much time and resources on and end user. If evidence falls in their lap then sure I could see them going after somebody but generally speaking it's just not worth their time. Now a manufacturer or distributor in the states is at risk for LE intervention but even then it's low on the list. Not saying you should ever buy with a credit card or anything like that obviously but the average Joe out here getting some gear off the web just isn't a priority. Usually when people get hemmed up for selling is when they become way too comfortable with their operation and do things like post ads on social media just asking for a bust.Yeah, I don't think most sources have that good opsec practices in place, unfortunately.
I guess that one side benefit of ordering from china vs local is that the chinese government is not likely to share the list of buyers with western police forces when they prosecute a source.
In any case buying illegal drugs with credit card is stupid. At least when paying with bitcoin, even if your address is in the source servers, you can always claim that someone paid good bitcoin to send illegal drugs to your address and frame you... I don't know if the cops would track the blockchain transaction to you.
