Need some help with these shoulders....

My shoulders are under developed compared to most of my body. I got a good amount of weight on me. I'm a shorter guy, 5'5, I weigh 183 right now. The most weight I ever was, was 190. Last time I checked body fat it was 14... the range goes from 14-16.... 27 years old. I know that in the past I've built workouts that weren't very effective. I fixed a lot of the errors in the recent years and feel that I've made some great gains, but my shoulders need to catch up for sure. Tel me what you think of my shoulder workout:

Front Raises 5X5
40

Side Raises 3X8
27.5

Back Raises 3X8
27.5

Presses 3X8
45

Shrugs 3X8
60
 
To me those seem more like conditioning exercises, or isolation exercises not mass builders. Start out with something like military presses with barbell or machine. Im just starting the DFHT workout right now which is a sticky at the top of this sub forum and i love it already. My previous shoulder workout went as follows.

Military Press
Side Lateral Raises
Clean and Presses
Push Presses

Or

Cybex Military Press
Front Raises supersetted with Sde or T Raise
Heavy upright rows
Arnold Presses

Just what works for me. But like i said i needed change and i want size so im trying something completely different.
 
hmm i guess i took it the wrong way, from you mentioning underdevoloped i was thinking size. If you mean definition wise through in some super sets.

Military Press or machine press
Superset front raises and side raises
upright rows

and superset this exercise

your shoulders should be blasted.
 
If you want more size and width, go with pressing movements. Heavy and hard. To add some def, through in some arnold presses and laterals. Simple as that. Your bf will determine your defanition. Now, some pre exhaust methods witll help to. Try doing your side laterals, and imeditaly doing dumbell presses. Superset those together and do that with all of your exercises. It will help bring out some striations
