Are the new rules around banning de minimis import exemptions leading to more seizure letters? are more people using domestic U.S.?
 
I think part of it is less people are trying to import stuff in general, so a higher percentage of packages that do land in the US will get inspected if the # of packages inspected daily/weekly/monthly stays the same.

Correct. Along with the greatly expanded data that has to be provided for every pack now.

Slowly but surely as their systems learn, that data will do more than 1000 scanners to accurately select contraband filled packs for hand inspection by agents.
