So theyre saying that Dez "catch" against the Packers a couple years ago still isnt a catch? 
It seems like they have added verbiage indicating to make a catch you must become a runner. Their definition of a runner highlighted in red. Essentially, the new rule change seems like it makes it harder to achieve a 'catch'. My first thought is it was put in place to be used as leveage in game based on who the NFL would ike to see win.
