yes you can.. a cc is a measure of volume,
A ML is also a measure of volume
mg is the amount of a particular drug that is in a "measure of volume"

For example. Sust comes in 250mg per cc. thus one cc of Sostenon has 250 mg in it.

as well remember that 1ml = 1 cc thus you can fit one cc of sustenon and 1.5 cc or parabolin in one 3cc syringe.
