TestE + EQ at 250mg each per ml, is EO required?

AS the title suggest,

I am thinking about making a teste/eq mixture @ 250mg/ml for both compound. Is EO needed?

I was thinking about brewing at 40ml
40ml @ 500mg/ml

10g testE
10g EQ
0.8ml of BA
4.8ml of BB
34.4ml of MCT

Suggestions?
