Why did this crash (Lubion progesterone premixed in water) when I tried to dilute it down further

Does anyone know why this crashed? I tried to dilute progesterone from the pharmacy with more bacteriostatic water (Hilma's bac water) and now it looks like it has crystals in it. It was already reconstituted in the package. Never put it in the fridge (nor the bac water).

I've only dealt with crashed oils before. I assume it will crash again if I warm it up so I'm just wondering why this happened and if I should something else to dilute?

The active substance is Progesterone. Each
vial (1.112 ml) contains 25 mg progesterone
(theoretical concentration 22.48 mg/ml).
The other ingredients are:
Hydroxypropylbetadex, Water for injections

If anyone's wondering why I'm messing around with progesterone I just thought I'd experiment with replacement dosages as my serum came back under the range.

Maybe a difference in pH? I don’t know, just speculating.
