Does another tracking number get created when a package arrives in country or created once from the shipping location?

When a package says “tracking label created” that means it originated from that location or a tracking number was created by usps when a pack arrived inbound from overseas?

The source or seller creates the tracking label, which stays with the package until delivered. A new tracking doesn't get assigned to intl packs upon acceptance into the USA.
