I don’t think you’re going to get a solution of Anavar. It’s notoriously insoluble.
Either make capsules with geometric dilution or make an oral suspension with humco.

It really needs to be ground into a paste as you slowly add your solvent. The particle clump size of the raw will not be even and you'll get shitty suspension dosing. Otherwise look at a used homogenizer on eBay. Far superior mixing of heterogenous mixtures. If you have any sort of plans of continuing down the suspension path a homogenizer is an awesome piece of kit

Humco is a pharmaceutical brand, every product is USP grade.
Their primary product is their suspension syrups but I also use their castor oil for brewing.

Why would you have this as a liquid? Is it because if you want to make it yourself it's easier than tabs?

Volumetric dosing is probably the easiest way to consume anything that comes as a raw powder.
You want anavar at 30mg/ml?
Measure 1.5g , throw it in 50ml of humco and call it a day. Shake and use an oral syringe to dose.
