No supplier should ever those stupid "Flip up" caps with the aluminum tab keeping them connected to the vial. "Flip off" only. I don't know why they even make Flip up types. So many people end up pulling the entire collar off and stopper out because of that junk, lol.
And you're right, alcohol wipe shredding sharp edged tops are one of life's unnecessary miseries. Plenty of UGLs have reasonably smooth edges that don't do this, so it's not impossible.

They're intended for single-use vials to keep the cap attached so medical professionals don't end up with a scrub pocket (and in turn, dryer lint trap) full of vial caps.

Thanks, that's restored my faith in humanity somewhat. Since single dose vials aren't generally a UGL thing we should never be made to suffer them.

I've got no rotation on my 20ml of cyp 200, but my 10ml of cyp 50 does turn.
Both are jagged and tear the cotton pad when I clean the top

This definitely wasn’t undercrimped.
Take the bottom of another vial and rub the nubs down. I have to do this with most vendors. I have the little pieces of ripped wipe.
