Honestly, I already doubt they will. They asked us to wait a few weeks so they could recover, but if they really intended to start sending the missing orders or refunding the amounts, they would have already taken some action by now.

How do you know any of this to be true? There's a lot of speculation, and some feedback from a couple folks closer, but you are stating things as fact? Not that it matters, but that's an interesting way to think about this situation... If they already have your $$ and you didn't receive anything, aren't they already ahead and can 'rebuild' from jail or whatever?
