9 days in customs

Should I be worried if two packages have been in customs for 9 days?

My packages were in customs for 5 days with no movement. I happen to track it and said delivered. Checked my mailbox and there they were. I’ve had other packages do the same from China....

I've never had to wait this long before it's usually two or three days and then it's through customs these should be very small packages I was wondering if maybe it was taking a long time because of the government shutdown
