This is a summary of the law as of 1999. It certainly seems that you could get them FROM A PHARMACIST without a prescription, but obviously it is simpler with a script. Also, there doesn't seem to be a requirement for a pharmacist to sell them if he doesn't want to.
"The Board of Pharmacy has promulgated regulations setting out basic standards of pharmacy practice. In general, a pharmacist is prohibited from violating the Pharmacy Act. Ind. Admin Code tit. 856, r. 1-20-1. There are specific regulations that govern the sale of syringes and paraphernalia by pharmacists:
(a) A ... device known as a hypodermic syringe and/or needle for human use may be dispensed by a pharmacist without a prescription to a purchaser at retail, provided that:

(4) the pharmacist requires every purchaser of a ... device ... not known to the pharmacist to furnish suitable identification (including proof of age where appropriate); and
(5) separate bound record books for dispensing of ... devices under this section ...
are maintained by the pharmacist. These books shall contain the name and address of the purchaser, the name and quantity of ... devices purchased, the date of each purchase, and the name or initials of the pharmacist who dispensed the substance or devices to the purchaser these books shall be maintained in accordance with the record keeping requirements of 856 IAC 2-4-1. . .
(c) The delivery of a device known as a hypodermic syringe-needle other than by a pharmacist in a licensed pharmacy or a licensed practitioner in his lawful place of practice is prohibited. "
