Ramp down is most important to get thyroid back to normal without crashing!!
This is what i believe also. The following thread is taken from cycleon @ Anabolic Review. This is the program that I follow for T3. For those who think there is no ramp up or down needed, I am interested to know if you have anything to substantiate this.
