Happens. Not usually that many times but it is normal to bounce back and forth a few times

This is somewhat common especially with small parcels. It's called looping and it happens when there's something wrong with the barcode or the parcel falls off the sorting machine

Can you provide proof it was seized? Domestic seizures aren't at all common. Especially with a shipping partner

Happened to me on an Intl order, bounced all over the place like yours. USPS sent the package back to the supplier (BG). He then repackaged it and it arrived in my mailbox without a problem (no loops).

It was an international delivery from china and they just resent package via ups instead of usps it was here in 4 days
