Heat it and see if it goes back into solution.
It's a suspension so shake it well then see if everything floats around.

BP thought it was a solution which would be the powder completely dissolved in the liquid, but this is a suspension which is powder floating in a thick liquid which will be (somewhat) evenly floating while you draw it and use it..
