Government doesn't understand what people like to see. People like to see fast horses crushing records and winning just like with Athletes.
 
but you guys are forgetting one important thing. The ultra liberal state of NY passed this law. Like a lot of laws in ny, they dont have the manpower to enforce it. And i highly doubt big brown the horse will be lead away in cuffs cause his urine tested positive for eq.
