Bone Spur in rear of elbow

I have a bone spur in my elbow that goes into the area where the tricep attaches. The spur itself might be cracked and looks like a hook (you don't have to be a doctor to know that doesn't belong there).

It has been inflamed for a few months. I can workout chest by pre-fatiguing the chest with fly movements and then watching the angle of the elbow on pressing movements. Even then I have to use high reps. In the past I have used Deca successfully to reduce the inflammation but this time it is much more severe as I can't even start to warmup my tricep.

Anyone resolve an issue as this? Should I attempt deca again? How bad is surgery to take care of this?
