Chest Lagging need help.

ok now...my
chest-especially my upper chest is really lagging.....now that i started dieting, it even more noticeable because u lose your weight overall and always from places u dont want...anyways, now im 6ft- 210lbs with bf% maybe 10%
I wanna stay at this weight and hopefully get to 8% but what can i do about my chest.?? Ive always had a very weak chest...i train it 1x/week my chest day i do abs, chest, calves heres my chest routine

3 sets incline flys- 40, 50, 60- 8-10 reps
4 sets incline press with bar 185, 225,225, 135 10 reps, 8 reps, 6 reps 10-15 reps
3 sets decline press- 205lbs 8 reps each


now, i do everything strict with little rest between sets....i was thinking about doing dumbells but its usually easier for me to control the bar and lining it up with my upper chest right where i need it....i see some guys on here saying they dont like flys but i also read up that its good to do flys before the presses so ive been doing that for awhile....maybe i should go with heavy incline db presses 4 sets first and then 3 sets decline with bar, then 3 sets fly machine????
 
Never like Decline presses for some reason. A new thing I have been trying lately is flat barbell presses to the neck as it gives me a very deep stretch. I like it so far.
Also I like incline dumbells more that barbell for the same stretch reasons.

Also make sure you stretch alot. LOL Seriously though I never really put much time or thought into stretching but it does pay off.
 
stretching is important, to help let that blood flood the muscle. are those the only exercises you do? you need to change your workout around and keep shocking the muscle and focus on more upper chest exercises then anything else too. one last thing maybe genetically you might not be able to beter on your upper chest ... well good luck.
