I'm not sure what to do now. I'm thinking about seeing a psychiatrist that specializes in ED to see if anxiety melds would help. I think my issue might be high noradrenaline. I have never had a test for it, I don't even know if there is one. I had my cortisol checked 5 years ago. It was 14.2 mcg/dl . The test was done by Emory hospital. I don't have the reference range.

This is interesting. I will continue to read about this. I think I am not relaxed enough to have erections.Google: erectile-dysfunction parasympathetic-nervous-system and start reading. You'll find useful info for your case. In the morning or after a good nap, parasympathetic activity it the highest. Male sexual function requires a balance between the SNS and PNS. And without adequate PNS inveration, erections are not possible.
Since you are fine in the morning, it is unlikely to be hormones or circulation. Your free T was fine before and after TRT - but make sure it is actual (Direct) and not calculated.
You can manipulate the ANS with diet and even minerals (Mg, Ca, K and Na). Emotions shift the balance between SNS and PNS - that is your psychological connection (nothing like anxiety to kill erections). But your biological nervous system is also involved. So continue your work with CBT and that will help. You may find dopamine increasing meds helpful as they strongly influence the ANS, and even though a sympathetic stimulant, it can positively affect the PNS. Just depends on the individual.
