Neither. Water and oil don't mix. Just put your beaker on a hot plate and warm your oil as you add your powder, ba and bb.
Get a cheap hotplate

You can use an oil-bath instead as long as you keep temp low as not to ignite the oil
Or just a low temp hot plate as XK just said.

Candle warmer is 5 bucks at Wal-Mart started using it last week. Works great
It's creative, I'll give you that. Hot sand at the beach can really ruin your feet...
It's called a sand bath. Very common lab technique.
Why with all the extra crazy shit. Put that beaker directly on the hot plate. Been doing it for like ever and never had a problem.

That's what I've always done and it seems to work a OK. Magnetic mixer and hot plate, can't be beat : )
It's just a cheap ass regular ol' hit plate. I could take a pic in a few hours if you want.
I just warm it to where i can still hold the beaker in my hand and feel that it's very warm. I would guess that's about 150f or less.

We picked up one of those (exactly the same, i believe) when we first moved in to our current place and didn't have a stove.
If i ever start brewing, i'll use it. Most use it'll ever get, since we used it to actually cook with once, then realized it sucked balls and never used it again.
