How do we home-micronize a raw powder ?

How do we micronise a raw powder at home?

I have a good olde-world mortar and pestle, I wonder if this would work ? Do we grind the powder wet mixed in some of the chosen suspension media?, or grind it dry? how long for ?

Plan is to make the particles so small they can topically absorb better thru the skin in a suspending oil that absorbs good, like Emu Oil

Specifics, GF is seeking a skin-friendly alcohol-free topical estrogen for her HRT, which precludes dissolving the raw first in alcohols (she get a rash). The raw estradiol powder looks fine, but are all the particles really 'micronised' already? i don't know.

There's some kind of food safe silicon I know they use for face creams or test gel then mix with dsmo or whatever. Look into anti caking agents, grind your shit into a fine mist, then add some anti caking.

Just a theory but that might work.
