Illegal? Legal or Forgery?

Would it be considered illegal or forgery to perfectly peel off a prescription label from a testosterone vial and place it onto a different vial?

But would it be considered forgery to take the label off 1 vial that I was prescribed and then to place the label onto another vial having the same exact contents, medication, strength?
