It's a cam shaft. It ultimately is the device responsible for the timing of the valves in the cylinder: air/fuel in & exhaust out. So, it's picking up and putting down the valves.
You're looking at what are called lobes. These can be changed to provide more aggressive or less aggressive (why in the fuck would we do this) engine performance at different engine speed ranges.
