The customs intercept thing is something they implemented way back in 2020. Basically allows them to snag packs if they suspect something before they reach their destination. Kind of like how you can request an intercept on your own package, or even the sender can before it reaches you and you can have it held or re-directed.
The question is why. I can only make a guess they came in at the exact same time and they figured they were part of the same batch. Either way, it is not common luckily.
