Question about BB/BA percentages

I had a question about the percentages of BB and BA I see in various recipes; 20% BB, 18% BB, 2% BA, etc. If I'm understanding it correctly these percentages just mean the ratio of these ingredients to the finished product, yes? It's not referring to diluting the BB/BA purchased from a supplier to a lower concentration, correct? Thanks.
