I agree but unfortunately not just his problem. This guy is aware I paid several months ago and didn't receive gear. He has not made this good. This guy is a crook regardless of any BS excuse.

To be fair, I'm certain it happens. To what extent, though? His remailer holds the entire operation in his hands? No checks and balances? He doesn't check the boards and see that people aren't receiving? After a couple of weeks it should be clear he's getting fucked...gotta be a plan B. Ship it himself if he has to? The guy stole his entire inventory? Not likely.
Now...you'll often read about a bust....if it's a domestic operation it's usually the remailer that gets cracked and rolls on his boss....just the way it goes.
You gotta be able to cover if he gets ripped off....it's gotta be considered when putting the business plan together.

Bottom line is that the source chooses who is going to be the reseller, if that guy fucks up ( reseller ) then the source is responsible for fixing the problem by compensating the people owed IMHO. What the hell ever happened to owning up to your mistake and making good on it?
In the bigger picture the real problem is its way too easy to just buy a spot on another board, put a new name on the label, and start over.

^^^^ Been happening for as long as I can remember. Not only is it a money maker, but it makes it very hard for LE to pin down the source. The pieces of shit have no qualms about stealing and lying and fucking people over. There are brand new guys(fish) logging on every day.
