If you look at any SIMEC report it says
Method(s): HPLC
No mention of GC-MS
Sample / Analysis Method Status Result
[Steroid name here]
Identification HPLC N complies /no complies
Content HPLC N mg/ml /no complies
It looks like they first use HPLC to see if the peaks match the known retention times (the time it comes out of the column) of different steroids.
They used HPLC to look for time-matching nandrolones peaks -> Nandrolone Propionate, Nandrolone Phenyl-propionate, Nandrolone Decanoate, Nandrolone Laurat.

No need for that if they used GC-MS before, as they would already know the substances there.
OTOH some reports do show GC-MS data

Don't get me wrong. I'm not saying that Simec testing is flawed in any way.
My point is that HPLC elution times CAN be used for steroid identification for those labs that don't have GC-MS, but certified reference standards are needed.
