That extra .1 cc in the needle?

I've seen people mention this before but also note that the plunger has a dome which may offset this. So at the .4 line with a full needle, am I getting exactly .4cc or some other amount. Would be good to know since I now use insulin syringes which which are presumably exact. Not sure if I am actually getting less cc than before.
 
If you draw with a regular syringe and backfill an insulin syringe you’ll see that you are getting an exact amount.
 
So the response seems to be that the marking on the syringe is accurate. But if I have a syringe at .4 cc with the needle full and pull the plunger back, it shows .5 cc between syringe markings. Doesn't seem like that should be correct but I can't explain it.
