Best is subjective when you're talking about UGLs.

Pharmaceutical gear is the best, but it isn't nearly as abundant as UGL gear, concentrations for some compounds leave a lot to be desired and there are plenty of fakes.

Balkan is at the top of most people's lists, but again, with success comes imitation and they too are plagued by fakes.

Find a lab that you're confident in. If you're unsure of what you got, the testing option is on the table if you have the money and want to go that route.
