Arrest yes but good luck proving that they knew what was In the package they signed for.Why, yes you can. It's up to law enforcement to arrest the person. Your 90 year old grandmother likely isn't getting arrested because you got your order sent to her house in her name.

they couldnt touch you if you didn't possess the gear.. no charge for "having used" any illegal substance exists.. to charge you they would have to prosecute from one of the following angles:This is taking the discussion in a different direction, but what if an investigation into a dealer/source turned up records that you ordered gear in the past, but the gear has long since been out of your possession? Could you get busted for receiving gear in the past, if you no longer have it? What if you received something last fall, used it over the winter, and it has long since been disposed of?
and if they hit you, with this one,-conspiracy to manufacture/distribute said substance.. I've looked into this pretty thoroughly
