What are you talking about? Your question was why and then you said is it because they get seized a lot? <--- That is the answer. They have a high rate of seizure beyond what the seller is willing to chance. The breakage/shrink as they say in business is too much. This is pretty much the only reason suppliers don't offer reships to certain countries.
