Why NAPS doesn't send true pharmacopeia-grade gear instead of scamming?

(Just for information purposes, not advocating to break any laws)
Gear is legal in Moldova and they have a wide budget so why don't they create a pharma company and legally register gear there, to be able to legally buy true pharmacopeia-grade gear (i.e. USP, EP)?
In large quantities Pharma-grade raws ain't that expensive compared to UnderGround grade.
AFAIK they only sell finished gear (which has a much higher profit ratio than raws) so a slightly increased cost would still be ok.

Why don't they save money by firing all idiot shills and spend that in top quality raws?
Doesn't quality sell itself?

They've already bribed moldova out, so I guess the same bribe is paid whether vials contain bare-oil or top pharma gear.
Then add non-returning customers to the equation.
