I can't seem to get my vials clean with my pressure cooker. I've tried distilled water and it leaves like a white substance on the bottle.

I don't think a pressure cooker will do
for proper steam sterilization you need 3 things:
1 temperature 250 F (121 C) or slightly higher
2 pressure 15-17 psi
3 time 15-20 minutes
#3 is easy, but how are you going to monitor #1 and #2?
Oh, but the new Canadian UGL only uses a pressure cooker because it is just as good as an autoclave!I don't think a pressure cooker will do
