Pressure cooker leaves residue on vials?

I can't seem to get my vials clean with my pressure cooker. I've tried distilled water and it leaves like a white substance on the bottle.

If the pressure cooker is new is should be clean. But if pressure cooker is made from aluminum instead of stainless steel, that white substance could be oxidized aluminum.

I don't think a pressure cooker will do
for proper steam sterilization you need 3 things:
1 temperature 250 F (121 C) or slightly higher
2 pressure 15-17 psi
3 time 15-20 minutes

#3 is easy, but how are you going to monitor #1 and #2?

I got the same pressure cooker recommended from a home brew thread. It does 15psi.

Oh, but the new Canadian UGL only uses a pressure cooker because it is just as good as an autoclave!
 
put a few table spoons of vinegar in the water.
I can all my meat in pint and quart jars if you don't put vinegar in the water you will always get that white substance around the jars.
