In my experience abroad, foreigners have a strange view of America. On one hand, they love American culture... Watch our TV shows, know our brands, travel here for vacation to see our sights and generally romanticize the idea of America. It's a surreal sight to see a European walking around over there with a red sox cap on or a US college hoodie. Hell, I know guys over there that stayed up all night to watch the superbowl.
On the other hand, they find a lot of our culture ridiculous. Sometimes in an endearing way, sometimes in the way that, ultimately, they feel they're superior and yes, sometimes in a way that just makes them laugh at us. But, who can blame them... Most of us do the same thing to them. Most of us find our own culture ridiculous in a proud way, or sometimes a negative way.
This thread is kind of an ironic example actually because, of all the real issues going on in the country, you appear concerned about a trans woman being appointed to HHS. Any European I know would find that ridiculous, they're much less uptight over there, to be sure.
