Example......you can do 1000 ab reps every day using bodyweight only and eat the perfect diet for fatloss but if you haven't used weight to stimulate growth in that area the ab muscles will look small and weak.

For some cardio is not enough. In my twenties I was riding 45 miles a day on my bike and I had no abs. I was lean AF. I started doing weighted ab exercises and in a couple years my abs were popping out good.Cardio.

Ashamed to say I don't train abs except the secondary work they get from stabilizing my core during big lifts. I'm actually wondering if it's worth adding some direct ab work.
