No. The SIMEC suspension of testing and the low number of contributions has delayed testing but the project is still alive.
Are any other testing facilities able to receive and do what needs to be done given the nature of what we're asking them to test?

No you cannot send shit to get tested. You can contribute money to the program so they can test more products.
The reason you cannot send samples is simple. There's no way to verify you (or anyone else) isn't being paid to send a "good" sample in. They obtain samples anonymously so the manufacturer doesn't know it's going to be tested.

If you read who they are, what they do, and how they do it, I feel it's legit. But what I think means nothing. It's what you think that counts to you. I'd just say read and decide for yourself.

There is a place to make suggestions on what you want testedBasically yeah, you have to hope a little as far as if the lab you're interested in gets tested. Usually they lean towards the bigger labs because more people buy from them. The FAQ link Millard listed above pretty much covers everything you're asking. Here's one answer to what labs they test:

This means the program will generally focused on established and/or popular labs with a significant customer base and wide distribution.
