Except the replacement law will likely not be able to restrict or prohibit carry licenses to a citizen without a criminal background. That's how constitutional rights go - no need to show special cause for exercising a constitutional right. As you said, it is widely expected that the special cause requirement will be struck down. Nothing else about the law is being challenged.There's a very good chance that NY's gun law may be struck down. Then there be a mad scramble by NY legislature to come up with a replacement law.
