While I admit I made many worthless threads, and will try not to do it anymore
this is a really interesting and important thread

Easton Man Enters Plea For Federal Steroid Charge
The man was intercepted on a court-authorized wire tap ordering steroids as part of a steroid making operation.

BRIDGEPORT, CT — An Easton man plead guilty Thursday in connection with a steroid making operation, according to the U.S. Attorney's Office.

Raymond J. Martin, 49, of Easton plead guilty to one count of unlawful possession of a controlled substance. Investigators found that Martin was intercepted on a court-authorized wire tap ordering anabolic steroids.

He is due to be sentenced on July 5, and faces one year in prison and a fine of up to $100,00. He has been released on bond since July 14, 2015.

Investigators found that former Newtown Police sergeant Steven Santucci and others were receiving shipments of steroid ingredients from China and manufacturing wholesale quantities of steroids. Members of the conspiracy also distributed prescription pills and cocaine.

It doesn't mention any phone calls
I doubt the guy speaks Chinese (although many sources speak some English)
I think they were digital wiretaps
Who does those wiretaps? DEA? FBI? NSA?
And the most interesting/important part: Can they decrypt Emails or VPN traffic?

Check omnibus crime control 1968, from there go electronic communications privacy act, also see warrantless wiretaps (nsa)
Trap and trace

I believe tor and vpn technology works but if you are the center of an investigation I also believe they can decrypt and monitor your actions.

Technology is great but it is also an illusion to a certain degree.
