My honest answer....tell em all that they have 6 months to get their shit together and start turning in instead of harboring terrorists. If shit hasn't calmed down to 10% of what it was at the beginning of the 6 month warning then we go in with everything we have and level the fuckin place. After that we walk through and kill everything that moves. After that we don't bother to clean it up. Leave it as is. Exploit all of the natural resources and then get the fuck out.
