Converting Powder to Liquid

I did a search on a couple of different boards and came up with nothing.

Does anyone have a good recipe for converting powder to liquid? For example, let's say I have 1g of Xanax powder. What kind of liquid would I need to place the 1g of powder in? Messing around with a scale and capping isn't something I want to pursure.

With the Xanax powder I would need to place 1g of powder into 100ml of solution so that 1/10 of a cc would yield 1mg of a Xanax dose. After that I could divide the 100ml into 20ml increments for easier use and storage. Xanax I think is especially tough to dose since each dose comes in such small mg increments (tyically .5mg, 1mg, 2mg). What solution would I need and what works best?

Also where coud I get some vials that also have the eye dropper for the top instread of the tyical crimped rubber stopper?

Hs anyone successfully tried this own their own?

should suspend well in everclear, it tastes like hell but youll only be takin 1/10 or 2/10ml at a time, you could also use a 50/50 blend of everclear/glycerol this would help with the fire water taste....do a search on google for dropper bottles, i found some before but dont remember the site
