That's a really good question.
Stating the obvious...
Some guys who seem to be playing it safe, do two cycles a year, so they are on 12 weeks, off 12 weeks, etc.
Then there are guys who guys who go off for only a month or so before their next cycle, and even some guys think 500 test is OFF cycle, cause they aren't on orals, winnie, and everything else in the book.
So mostly it appears a matter of opinion, and maybe it really does act differently on people. Why do some guys naturally carry a lot of muscles, and other guys are thin... why does test affect some guys a lot, and others much less.
So my 'studied' but newbie opinion is, PCT doesn't count as either, but is neutral. I think normal homeostasis should be restored, and then 'settled into' for at least another month. So for me, 2 months of being off juice seems the minimum safety margin I'm personally comfortable with (1 month of pct, 1 month nothing).
The biggest dangers then, from what I've been reading, is if someone abuses Clomid or HCG, for pct, making themselves less sensitive to LH with HCG, or their pituitary less sensitive to estrogen with clomid. Then whamo, you lose your endocrine cycle and have to be on HRT forever.
