Is it better to walk on high incline or with more speed?

It sounds low but it really depends on your TDEE, although even if you were sedentary I’d still bet it’s low. What’s your body composition like? If you’re trying to drop 38 lbs, I’d imagine you have quite a bit of fat to lose.
Im not sure how accurate it is but ive used calorie calculator sites and they say I should need 2500-2800 calories a day to maintain my current weight. Im assuming that im probably 25%-30% bodyfat. im losing 10-12lbs a month but I feel like that should be 15-20lbs, ive heard about guys around my wieght dropping 30-40lbs a month so I assumed a 1600-1800 calorie diet was for beginners.

Demondosage, I think what Villain is referencing is the fact that after a heavy-duty squat / leg press / leg extension / stiff-legged deadlift / leg curl session - all to very near failure on every set ....your legs are so insanely cooked, that if you try to do stairmaster you will just collapse and fall down and hurt yourself because you have absolutely nothing left in your legs.

When I first started training, I trained in a gym on the 3rd floor of a shopping center. I made the mistake at least 6 or 7 times before I finally learned my lesson (I know I know i am a slow learner) of walking down the stairs, after a grueling leg workout, without holding onto the stair railing. The first time I did this I fell and very nearly killed myself. A couple other times, same thing - I fell and nearly killed myself.

I am pretty sure this is what Villain is referring to.

I thought that is what you were referencing Villain. Have you ever done that yourself ?? It is a scary, terrifying feeling to have no weightlifting experience at all, descend stairs after your first leg workout ever, without holding on to the stair railing......and have your legs completely collapse, causing you to fall an entire flight of stairs. I was damn lucky I did not have to go the hospital, as I fell hard and I landed on my head at the base of the stairs !!
