MLB pushes steroid education
USA Today
Baseball handed out 71 suspensions for use of performance-enhancing drugs last year, and 42 of them went to players from the Dominican Summer League, a developmental circuit based in the nation.

Rob Manfred, MLB's executive vice president for labor relations, says baseball has taken a number of steps to address steroid use in the Dominican, where performance-enhancing substances are easier to acquire than in the USA because prescription requirements are not as strictly enforced.
Besides looking into possible links between players who test positive and "buscones" or trainers, MLB has customized the information it disseminates to players and team personnel so it addresses the Dominican's specific issues. It also will hold educational sessions for each summer league team.
One of the problems baseball has encountered in the Dominican is that young players often don't know the contents of what they're taking.
"We want to make sure everybody we control in that market has a full understanding of what these drug programs are so they can convey to players the risks associated with the use of these substances," Manfred says.
