How long did you do HCG for? Sometimes it can take a long time to get the boys going again and if you ask me you didn't use nearly enough HCG.
You should be using more along the lines of 3-5k a week. I would run the HCG for 6 weeks straight before getting a TT measure while on the HCG. Then go from there. I have seen successful restarts that take 3-6 months of HCG before the testes respond.
